The child’s interest will be considered only if the parent has proved unable or unwilling to make changes to become a competent parent. Two innovative programs seek to build a more effective, supportive foster-care system for everyone involved. In, New York City established the family-to-family program to create an open family system in which biological and foster parents meet with each other, plan the care of the children, and have ongoing contact as parents work toward having children live at home again. Meetings are initially held in agency offices where biological parents can meet the foster parents, give information about their child’s routines and habits, and can express their preferences for things like church attendance, dress rules, and on holiday. When visiting starts, parents sometimes come to the foster homes a number of times before they start unsupervised visits.
