Map of Ottersheim on Claiming that he knew nothing about economics, President Theodore ROOSEVELT left it to Congress to develop the new monetary institution. A New York Times poll of 90 members of Congress found that some wanted individual banks to issue notes, others favored a central bank, and still others supported issuing emergency currency in limited amounts. No one was definite on how to achieve any of these goals. By 1913, Congress agreed on the new Federal Reserve Act and left it to President Woodrow WILSON to implement its provisions. The Federal Reserve began operation on November 16, 1914. Twelve Federal Reserve Districts were established, located in New York, Chicago, San Francisco, Philadelphia, Boston, Cleveland, St. Louis, Kansas City, Atlanta, Richmond, Dallas, and Minneapolis.
